N2 - This article examines the case for establishing a separate Law Commission for Wales to consider law reform in devolved areas. It makes the case for a separate Commissioner to advise on how the powers under the Government of Wales Act 2006, including the possibility of primary legislative powers, could be exercised. It argues that law reform in Wales needs to be conducted in strategic way and piecemeal reforms avoided.
